Le projet PolAsie prévoit d’analyser la spécificité de la participation politique en France des Asiatiques et Français d’origine asiatique dans différents domaines (pratiques de vote, participation à des campagnes électorales, trajectoires d’élus, mobilisations politiques et actions collectives au niveau local, etc). Il vise aussi à analyser ces pratiques politiques en évaluant les processus de socialisation politique tels qu’ils interviennent avant la migration, après la migration et au sein des groupes diasporiques.

Le projet de recherche portera une attention particulière aux divergences entre générations. À ce titre on peut noter que les citoyens qui se font le plus entendre sont les premières générations nées en France, qui ont actuellement entre 25 et 35 ans, et qui peuvent être comparées au « mouvement beur » – les enfants d’immigrés nord africains des années 1980. Le projet s’intéressera aussi aux effets des mobilisations collectives apparues depuis 2010 et à la diffusion de nouveaux modes d’action collective. Enfin, l’attention portée sur les processus de socialisation permettra de questionner la continuité entre le pays d’origine et le pays de résidence, et l’influence des espaces sociaux diasporiques transnationaux. En d’autres termes, PolAsie vise à explorer les hypothèses suivantes :

  • La population asiatique en France – les immigrés et leurs descendants – vit un tournant générationnel qui transforme sa participation politique et son sentiment d’appartenance (en tant que Français.es et Asiatiques).
  • Des actions collectives récentes menées par des Asiatiques en France contre les violences et les discriminations encouragent des formes de participation politique plus classiques aux niveaux local et national (participation dans des conseils municipaux ou régionaux, pratiques électorales, adhésion à un parti, engagement dans des campagnes électorales, etc.)
  • Ressource matérielle et symbolique, le pouvoir économique croissant de la Chine (et plus généralement, de la région asiatique) et sa stratégie de promotion d’un modèle alternatif à la démocratie libérale jouent un rôle dans le processus de socialisation politique des immigrés et de leurs descendants. Ces expériences n’excluent toutefois pas d’autres formes d’apprentissage et d’adhésion aux pratiques citoyennes propres aux pays de résidence.

Afin d’explorer la pertinence de ces hypothèses, le projet s’organise autour de trois axes d’enquêtes qui seront menées par une équipe de recherche composée de spécialistes de l’étude de la participation politique, des migrations et de la société chinoise :

AXE 1. LES ÉLUS D’ORIGINE ASIATIQUE L’étude des pratiques électorales et des carrières politiques documentera la réalité du « vote communautaire », de l’adhésion politique communautaire. Cet axe questionnera aussi le rôle des élus et leur capacité à représenter de manière substantive ce groupe minoritaire (les élus de la diversité).


AXE 2. CITOYENNETÉ LOCALE ET POLITIQUE DE LA DIVERSITÉ

Cet axe de la recherche documentera les formes d’action collective de la société civile avec une attention particulière aux exemples récents de violence à l’encontre des populations asiatiques. Il explorera les initiatives de dialogue, de coopération et de confrontation avec les autorités locales ainsi qu’au sein même des communautés asiatiques (solidarité et compétition entre organisations, divisions sociales, générationnelles et de genre). Une attention sera également portée sur les interventions diplomatiques potentielles des pays d’origine et leur acceptation par les groupes diasporiques.

 

AXE 3. CULTURES POLITIQUES ET SOCIALISATION POLITIQUE AVANT-APRÈS LA MIGRATION ET AU SEIN DE LA DIASPORA
Cet axe étudiera les formes d’adhésion aux systèmes politiques (des démocraties libérales aux régimes autoritaires) en prenant en compte des processus complexes de socialisation politique : dans le pays d’origine avant le départ, dans le pays de résidence après l’immigration, ainsi qu’au sein des réseaux de la diaspora.

 

L’équipe est composée de sociologues, de démographes et de politistes. Elle est construite à partir de la complémentarité entre les chercheurs spécialistes des questions de migrations et de mobilisations asiatiques et des spécialistes des discriminations et des de la participation politique en France. Cinq chercheurs viennent de l’Institut Convergence des migrations qui cofinance les axes 1 et 3.

The PolAsie project plans to investigate the specificity of French Asians’ political participation through different domains (voting practices, participation in political campaigns, trajectories of Asian elected representatives, political mobilisations and collective action at local level, etc). It also aims at analysing these political practices by evaluating the processes of political socialisation before migration, after migration and within the diasporic groups.

The research project will pay close attention to the generation differences. It is notable that the most vocal citizens belong to the first generations of descendants who are between 25 and 35 years old) and may be compared to the 1980s “mouvement beur” who were descendants of North African migrants. It will also focus on the impact of the collective mobilisation since 2010 and the diffusion of new patterns of collective action. Finally, the attention paid to socializing processes will interrogate the continuity between the country of origin and the country of residence, and the influence of diasporic transnational social spaces. In other words, PolAsie aims to explore the three-following hypotheses:

  • The Asian population in France, migrants and their descendants, is undergoing a generation turn which is transforming its political participation and its sense of belonging (both as French and Asian).
  • Recent collective actions by Asians in France against violence and discrimination are fostering more classical forms of political participation at local and national levels (participation in local councils, voting practices, party’s membership and participation in political campaigns, etc.)
  • As a material and symbolic resources, the Chinese (and more generally the Asian) growing economic power and its strategy to promote an alternate model to liberal democracies plays a role in the immigrants’ process of political socialisation. However, these experiences do not exclude other forms of learning and adherence to citizens’ practices observed in the country of residence.
    To explore these hypotheses, the project is organised around three objectives that will be researched by a team composed of specialists in the study of political participation (political sciences, sociology and demography), of migration (political science and sociology) and of Chinese society (sociology).
AXE 1. THE ELECTED REPRESENTATIVES WITH ASIAN MIGRATION BACKGROUND The study of voting practices and political careers will document the reality of a “vote communautaire”, of community political adherence. It will also interrogate the role of elected representatives and whether they contribute to provide a substantive representation for this minority group (les élus de la diversité).


AXE 2. LOCAL CITIZENSHIP AND DIVERSITY POLICIES

This strand of research will document local and grassroots forms of collective action with a special focus on recent examples of violence targeting Asians. It will explore initiatives of dialogue, cooperation and confrontation with local authorities as well as within the Asian communities (solidarity and competition among organisations, social, generational and gender divisions). It will also pay attention to potential diplomatic interventions from countries of origin and their acceptation by diasporic groups.

 

AXE 3. POLITICAL CULTURES AND POLITICAL SOCIALISATION PRE AND POST-MIGRATION
The project will study the forms of adherence to political systems (from liberal democracies to authoritarian regimes) taking into account complex process of political socialisation: in the country of origin before migration, in the country of residence after migration, as well as within the diasporic networks.


The team is composed of sociologists, demographers and political scientists. It is built on the complementarity between researchers specialised in Asian migrations and mobilisation and researchers specialised in discrimination and political participation in France. Five of the researchers are fellows of the Institut Convergence des migrations which is co-funding the axes 1 and 3.
