
« Les réfugiés du Sud-Est asiatique à Marne-la-Vallée : de l’installation à la participation politique dans la ville nouvelle », Hélène Le Bail
Résumé : De nombreuses familles originaires d’Asie du Sud-Est se sont installées à Marne-la-Vallée dès les années 1980. Malgré leur poids démographique, leur engagement socio-économique sur le territoire, et une volonté d’inclusion de la diversité dans les conseils municipaux, les personnes d’ascendance asiatique restent pourtant sous-représentées dans la vie politique locale. Une enquête en cours auprès des élus d’ascendance asiatique en Île-de-France permet de mettre en évidence la spécificité de la participation politique d’une minorité ethnoraciale dans une ancienne ville nouvelle.

“Mobilising Against Insecurity, Engaging in Local Civic Life. The Collective Action of Chinese and South-East Asian Inhabitants in a Paris Suburb”, Aurore Merle
Abstract : Based on a social action research, this article discusses the collective action taken by inhabitants of Chinese and South-East Asian origin in a north-eastern suburb of Paris: targeted by violent attacks, these residents occupied the public space at the base of their residences and demanded the intervention of public authorities. In recounting the different steps of the mobilisation, this article demonstrates how an ethnocentric dynamic was created around security issues and how an ethno-spatial minority was formed within the neighbourhood and the city. It also shows in what conditions this ethno-security action transforms itself into an associative and citizen commitment within the neighbourhood and the city and modifies the perceptions of the actors, their capacity for action and their relations with the neighbourhood and with politics. At the intersection of several fields of research, including the sociology of migration, urban sociology and political sociology, the article shows how ordinary inhabitants of Chinese and South-East Asian origin participate in their neighbourhood’s local civic life.

“Faire reconnaître le racisme anti-asiatique : la construction d’un problème public par la voie judiciaire”, Ya-Han Chuang et Hélène Le Bail.
Résumé : Le racisme dit anti-Asiatiques est devenu un problème public reconnu par les médias et par les institutions politiques et judiciaires depuis quelques années. Cet article documente une des formes de mobilisations pour mettre ce problème à l’agenda public : le recours à la justice. Il propose une analyse des avantages et des limites de ce type d’action collective qui se multiplie depuis 2015 pour lutter contre le racisme anti-Asiatiques. Les mobilisations judicaires s’avèrent être un outil à double tranchant. D’une part, elles contribuent à une reconnaissance judiciaire et institutionnelle des violences, à la mise en réseau des acteurs et permet de faire reculer les tensions inter-minoritaires. D’autre part, l’arène judiciaire peine à prendre en compte l’épaisseur sociologique et historique qui sous-tend les constructions racialisantes et le rapport de domination dans les tensions inter-minoritaires.
Abstract : So-called anti-Asian racism has become a public problem in France recognized by the media and by political and judicial institutions in recent years. This article documents one of the forms of mobilization to put this problem on the public agenda : recourse to justice. It offers an analysis of the advantages and limits of this type of collective action, which has multiplied since 2015 to fight against anti-Asian racism. Judicial mobilizations turn out to be a double-edged sword. On the one hand, they contribute to judicial and institutional recognition of violence, to the networking of actors and helps to reduce inter-minority tensions. On the other hand, the judicial arena struggles to take into account the sociological and historical depth that underlies racializing constructions and the relationship of domination in inter-minority tensions.

“Insécurité et (re)négociation des frontières ethno-raciales”, Ya-Han Chuang et Aurore Merle
Résumé : Cet article analyse les mobilisations d’habitants chinois dans des quartiers populaires de Seine-Saint-Denis autour des enjeux de sécurité des personnes dans l’espace public, dans un contexte d’agressions violentes subies par les populations d’origine asiatique. Ces actions collectives constituent un objet privilégié pour observer différents processus de racialisation à l’œuvre, qu’ils émanent des pouvoirs publics ou de différents groupes de population. Notre recherche de terrain montre que les configurations locales à l’échelle du quartier et les cadres de négociation avec les pouvoirs publics font une différence dans les relations intercommunautaires. Si les mobilisations sécuritaires des populations chinoises semblent contribuer initialement à renforcer les frontières ethno-raciales entre différents groupes d’habitants et à construire un problème public « racial-sécuritaire », les négociations avec les pouvoirs publics et les interactions avec d’autres acteurs associatifs montrent les potentialités de transformation et d’élargissement de luttes ancrées dans les quartiers, recomposant ainsi les frontières ethno-raciales.
Abstract : This paper analyses the mobilisations of Chinese inhabitants in working-class neighborhoods of Seine-Saint-Denis regarding the issues of personal safety in public space in a context of violent attacks suffered by Asian populations. These collective actions constitute a privileged object to observe emergent processes of racialisation in traditional working-class neighborhoods, whether they emanate from the public authorities or from minority groups in the neighborhood. Our research shows that local neighborhood configurations and negotiation frameworks with public authorities make a difference in community relations. If the security mobilisations of the Chinese populations seem to contribute initially to reinforcing the ethnoracial frontiers between different groups of inhabitants, and to constructing a “racial-security” public problem, the negotiations with the public authorities and the interactions with other associative actors show the potential for transformation and expansion of struggles rooted in the neighborhoods and the recomposition of ethno-racial frontiers.
